Note: I used Adobe Photoshop CS2 for this tutorial, it may not be transferable to another program. Go from this  to this  1. Take your image and paste it into photoshop. I used this one of the Jonas Brothers. 2. Duplicate your image by going Layer >> Duplicate Layer. 3. Choose Filter > Blur > Radial Blur 4. Adjust your settings to your liking, mine is set at '46' for the amount. 5. Take your eraser tool, 180px and 0px in hardness, and erase the parts you don't want, such as people's faces. 6.
